. New Public Management, with its emphasis on efficiency and effectiveness, sees a central component of management as assessing the performance of administrators and agencies. TQM, similarly, as it seeks to hold employees accountable and stresses the use of data, emphasizes performance assessment. In the contemporary world of public administration, everyone is involved in performance assessment, from human resources to department heads to agency directors.
You have watched the video of performance assessment from an HR perspective, and have read some concerns about applying these concepts directly in the public realm. Let’s consider some of these issues as you develop your won instrument to assess correctional workers. In particular, I want to discuss the following questions:
1. What differences in measuring performance between public and private agencies? Moynihan and his colleagues identify 4 major areas of difference–after considering those can you think of others?
2. The exercise I have you doing this week is largely about measurement, but measurement is only part of the process of performance management–what follows the assessment, what steps should be taken, what can be done–these are all very important questions. How would you recommend the performance information your instrument generates be used? How do you respond to those who exceed expectations, or fall below them? What of those who meet?

. Identify and describe each of the seven steps of the decision making problem-solving process identified in Chapter 5. Think of a complex problem that your organization faces today. As the leader of that organization, describe the problem and how you would use each of the seven steps to find a solution to the problem. Be sure to state what would occur during each of the seven steps as you worked through the problem.
. Considering the complexity of the above situation, how might effective time management skills come to play in handling this problem and identifying the solution?
. What tips from Tim Urban’s Ted X speech do you find useful in your personal or professional life as you conquer complex problems and situations?
