organize, and unify homeland security efforts. It includes the strategic planning and the
investment of federal homeland security grants and other applicable local, state, and federal

natural disasters and remains a high profile terrorism target. Hence, this strategy provides a road
map to the future and to guide the implementation of homeland security related policies.

have to do any to refine their homeland security strategic plan.”Objective 9.9 Maintain a patient
