Case: New York City’s Sustainability Strategy
New York City’s long-term sustainability strategy has been hugely successful, and several programs have been created to meet long-term goals laid out in this strategy. Some success stories of PlaNYC 2030 have been the effort to add bike lanes to the city’s transportation system, the “Million Trees NYC” Initiative, and the Stormwater Management Plan. These projects are strategic initiatives aimed at achieving the city’s goal of preserving and enhancing the quality of life in New York City even as the population continues to rapidly grow.

You work for the City of Los Angeles Environmental Affairs Department (EAD) and have been asked to evaluate the strengths of PlaNYC 2030 and to determine the extent to which these strengths can be used to form the basis for programs in Los Angeles. Prepare a memorandum for Antonio Villaraigosa, the mayor of Los Angeles, describing your findings. Consider the following questions:
1.How do these programs fit into NYC’s PlaNYC 2030? What goals do they help to achieve?
2. What can Los Angeles learn from the process of developing and implementing PlaNYC? What are some short-term projects and long-term programs that should be included in an LA plan?
3.What role does Mayor Bloomberg’s leadership play in meeting PlaNYC’s goals and implementing the programs outlined in the plan?
4.Describe how incrementalism contributed to the success of many of PlaNYC’s programs.
5.Not all programs were successful: a congestion pricing policy, for example, failed to pass. How did this program differ from the successful ones? What can NYC and other cities learn from these failed programs?
