Use a good range of graphs and diagrams, case studies (i.e Nigeria, US?), divide references into primary and secondary references, include a table of abbreviations, table of contents.
Keep in mind, what is the question? why is it important? how will you address it (qualitative or quantitative approach?), an appendix may be good.

When writing, it may be useful to bear this in mind…
i.What is the research question that you are trying to answer? Have the
research question as the title of your paper. This helps provide focus.
ii. What does the scholarly literature say? Provide a few sentences (e.g.
three to five) summarizing the key messages of each of your four or
five main references. Ensure that your references are of high quality.
Provide complete citations. The proposal has to contain a critical
review of the relevant scholarly articles. In short, you need to read
several scholarly articles, select the relevant ones, and provide concise
summaries in the proposal. It is not enough merely to list the scholarly
articles, or simply to say that they exist.
iii. What is the specific methodology that you plan to use? Explain three
or four alternative methodologies, select one, and provide strong
reasons why it was selected. If you plan to use numerical methods,
provide the specific equations that you plan to use, and discuss your
approach to the calculations. A good literature review should assist
your methodology selection, whether quantitative or qualitative. What
are the methodologies that other scholarly articles have used? How did
their methodologies assist in answering their research questions? How
different or similar is your research question to theirs? How different
or similar is your methodology to theirs? As you go through the
scholarly literature, you should be able to find the various
methodologies that have been used, and select the one that is relevant
to your work.
iv. What is the hypothesis that you seek to test? Show how the acceptance
or rejection of your hypothesis conforms to your methodology and
serves to answer your research question. If you plan to use a
quantitative approach, provide a strategy for estimation or modelling.
If you plan to use a qualitative approach, provide a strategy for testing
the validity of a claim or set of propositions.
v. What are the data or information needed? Explain the strategy for
acquiring, handling, and processing the data or information in a
manner that is appropriate to your selected methodology.
vi. What are the findings that you expect? Describe the range of results
that are reasonable. Provide a strategy for dealing with results that
look unreasonable or anomalous. What is the range of expected or
reasonable results? How near or far are your results relative to it? Are
there clues provided by other scholarly articles as regards possible
reasons for being outside it? How adequate are your conceptual or
theoretical foundations? Are there violations of fundamental
assumptions of economic or statistical theory? Are there severe market
distortions that are potentially confounding the theory or empirical
implementation? Are there alternative model specifications that could
be used? How would you proceed to adjust your model, if needed? How
available or complete is your data? Would a longer or shorter time
series alter the results significantly? How stable are the parameters
across regimes within the sample period? How stable are the
parameters if the sample is changed? Have you executed a proper
implementation? Have you conducted sanity checks on the software
code, database, etc.? It is crucial to be able to demonstrate an ability to
engage in reflection on (rather than a mechanical acceptance of) the
results. Are there other scholarly articles that report unexpected
results? How do they structure their explanations or solutions?
vii. How do you think the findings will be useful to decision makers? Share
your insights ideally stemming from deep learning, reflection, and
intellectual maturity. Exercise your skills in the use of history, theory,
and statistics, as needed. Draw conclusions or make recommendations
on the basis of your analysis. They should emerge organically and
naturally from the analysis and research process (rather than
arbitrarily invoked or somehow arising randomly without analytical
support).
viii. What are the risks to the timely completion of the paper? There could
be a variety of risks (e.g. inadequate conceptual foundation,
unavailable or incomplete data, improper implementation, unexpected
results, errors, etc.). Explain how you plan to mitigate them. Think of
worse case scenarios and how you intend to cope with them.
