1.Illicit drug use is a long-standing social issue that has been dealt with through a variety of public policies. Long understood as so-called “victimless crimes,” many societies take a “harm reduction” approach to this social and health dilemma. Other societies, such as the United States, adopt a punitive model in policies surrounding the specific social policy problem of drug use. Our job in the following discussion is to critically evaluate the nature and effectiveness of such policy interventions.

Then answer the following:

As Nicholas et al. (2012) point out, part of the history of the enforcement of narcotics laws involves the federal government taking away the power of the states to regulate the behavior of citizens. Are the cases of Washington, Colorado, and Oregon—three states that have passed laws legalizing recreational and medical marijuana—a demonstration of states pushing back against the federal government? Use concepts from the reading to explain your answer.
The Werb et al. (2010) article argues that drug enforcement does not curtail violence associated with the illicit drug trade. Please give one international example of this. Next, can we think of any examples where enforcement has actually increased violence with respect to the illegal drug trade? Explain in detail.

2. One of the biggest issues in American and global society today concerns elder care. As we will discuss, there are a variety of social policy concerns that go into the way that the elderly are housed, provided healthcare, and are given adequate social and emotional comfort. For example, as the median life expectancy in the United States approaches the low 80s for both males and females, these issues become all the more important in solving the social policy problem of caring for an increasingly aging society. Our second conversation in this module will focus specifically upon the way that social science can inform the policy discussion of elder care.

Based upon the readings, please summarize the most important issues that we are currently confronting and will confront when it comes to elder care in the United States. Next, as our readings also point to possible places to improve elder care, evaluate whether or not some of these solutions to the elder care problem are, or can be, effective. Explain why or why not.
As the frontline video points out, elder care in assisted living facilities can have significant shortcomings, some of which can be injurious or fatal to these particularly vulnerable citizens. What are the most significant reasons for why assisted living facilities may take on a clientele for whom they are incapable of providing care? Explain in detail with reference to the video.
