HB670 is a 71-page bill on police reform and accountability in Maryland. The bill official is Maryland Police Accountability Act of 2021 – Police Discipline and Law Enforcement Programs and Procedures. The bill provides resources and guidelines for students across MD to receive a world class globally competitive education. Here is the bill summary:
Repealing the Law Enforcement Officers’ Bill of Rights; prohibiting a police officer from preventing a citizen from recording the officer’s actions if the citizen is otherwise acting lawfully and safely; establishing the Maryland Loan Assistance Repayment Program for Police Officers and the Maryland Police Officers Scholarship Program; requiring the Police Training and Standards Commission to take certain actions in response to violations of a certain Use of Force Statute; requiring each county to have a police accountability board; etc.
The 2nd reader floor debate and offering of amendments is a 3hr event. The debate is intense and yet exciting, showing the public what representatives across the state believe about police reform.
