Purpose: For years, Native Americans have attempted to find ways that the federal government can support and protect indigenous communities, which is what you will be looking at in this assignment. It is also a timely assignment because November is Native American history month. In honor of this event, I would like for you to complete an assignment related to current Native American issues that have a connection to past treaties with the Rosebud and Lakota Sioux nations. The two issues that you will choose from are:
- The Keystone XL Pipeline Debate
- The protest over ownership of Mt. Rushmore and the Black Hills.
Assignment Directions
Here are the directions for successfully completing it.
- Pick between the Keystone XL Pipeline or the Mt. Rushmore/Black Hills controversies to research and write your essay about.

- Then, you will answer the 3 E-L-F (stands for “explain”; “look”; and ‘find”) questions below.
- For full credit, each “ELF” response should be at least 2 paragraphs in length; minimum of 5 sentences per paragraph (minimum of 10 total sentences per “E-L-F” or a total of 6 paragraphs and 30 sentences).
- Use 14” Arial font and type each sentence 1.5” spaces apart.

E-L-F Questions to Answer in your Essay
- Explain the background for the issue that you selected. Here you will note the details of the issue like when it began, what is being disputed, and why it is a hot button issue in the news today. The steps that the Sioux Nations are taking to address the issue, and the key players involved in the dispute, needs to be factored into this answer too.
- Look at this Smithsonian website and tell me if there is any treaty that the Rosebud or Lakota Sioux had with the federal government that has been violated by this action . You may have to look and dig a bit, but one will present itself. HINT: It took place in 1868 and was negotiated by the famous Sioux Chief, Red Cloud.
Now tell me why the treaty was violated (what was the federal government doing to breach the sanctity and spirit of the treat), and why the Sioux and other tribes are upset by the breach.
- Find a solution to the controversy. It can be one that has been presented by the federal government or the Sioux Nation or one that you crafted on your own. Be sure to give all the details surrounding your solution….leave no stone unturned!
