As we learned in Chapter 4, political party affiliation is the best predictor of how members of Congress will vote on legislative issues. The average legislator has voted with the majority of his or her party about three-fourths of the time. Legislative gridlock occurs when leaders are unable to build consensus within their own party, let alone be able to reach across the aisle to hammer out differences with the other party. In “Polarized We Govern?”, Sarah Binder researches whether the current underperformance of Congress and divisiveness of party politics is the new norm or whether it is part of historical trends of a system that will eventually correct itself.
Using the article as a starting point, write an analysis that includes the following:
  1. Explain how party control and divided government impacts the level of lawmaking by Congress.
  2. Briefly explain the four conclusions Binder reaches based on her updated analysis on legislative deadlock.
  3. Binder states that the 112th Congress (2011-2013) and 106th Congress (1999-2001) share the title of “worst Congress ever” over the postwar period. Provide a comparative analysis, focusing on major events (legislation, elections, political fights, etc.), with the performance of the 116th Congress.
  4. Binder and her research characterize the Republican Party as an insurgent outlier during President Obama’s first term in office (2008-2012). Compare this characterization, providing specific examples, with what has transpired/actions by the Democratic Party during President Trump’s Administration (2016-2020).
  5. One of Binder’s colleagues (Mayhew) states that the recent “imbalances” during the Obama Administration are not likely permanent. Binder provides four reservations as to why we should be cautious in that assessment. Briefly outline those reasons and compare them with your assessments of the current Congress. Have things gotten better? Take a position and support it.
  6. Binder states that we are left with a national legislature plagued by low legislative capacity (as of 2014). Has the performance of Congress improved since Binder’s article? Explain, providing specific examples, assessing the 115th and 116th Congress.
