A policy analysis defines the problem or issue at hand, describes its background and provides a balanced assessment of options that policy makers could pursue to resolve the problem. The posting should conclude with a recommended course of action for policy makers.

Introduce the problem you have researched and analyzed. Whether the issue is universal health care, improved educational achievement or campaign-finance reform, you should identify a specific issue or policy and articulate why it is important. Establish a set of criteria for resolving the problem in question. For example, an increase in the number of people covered by health insurance represents a criterion for resolving the issue of the uninsured. Improved scores on standardized academic assessments and higher graduation rates from high schools would be criteria for improved achievement in education.

Place the issue or policy in historical context by describing how the problem arose and outlining previous efforts, if any, to address the problem. To detail the issue and any prior policy responses, you can use a range of sources, including books, articles from scholarly journals, previous policy analyses, government reports, legislative materials and news articles. Summarize the results of prior policy efforts and identify the major stakeholders. These are the individuals and groups likely to affect or be affected by new government policies taken in response to the issue under discussion.

Grading and Logistics  

Work individually to write a policy analysis that demonstrates comparative and critical thinking on a current policy debate in the field of your choosing.  This is not meant to be a comprehensive treatment of the subject matter (i.e. a research paper), but rather and “executive summary” styled account of the main features of the policy debate.  

All statements of fact, data, and direct quotations must be properly cited. You may use any standard citation style. The post should have sub-headings and be clearly laid out.  The policy analysis must contain all 4 sections listed below; you choose how lengthy or brief the sections should be.  The limit is 1500 words.

  1. Introduction

The introduction should answer the following questions:

  • What is the public policy debate you are focusing on?
  • Why is the issue important to the American public?
  1. Policy History

The policy history should answer the following questions:

  • Has the local government addressed your issue in law (i.e. current policy in place) and, if so, in what ways have the laws succeeded and/or fallen short?
  • What previous reform efforts (i.e. bills that failed to pass) should the reader be aware of?
  • In sum, why does a public policy debate persist despite prior efforts?
  1. Mapping the Policy Debate

This section is a comparative introduction to different policy positions on your topic and how different institutions and interests align.  You should complete the following tasks and questions:

  • Introduce (label) the main policy camps on each side of the debate.
  • What are the specific policy goals and describe the desired social outcomes for each camp?
  • Be clear in stating how each policy camp differs on the question of what the proper role of government should be in response to this problematic situation.
  1. Policy Recommendation

The policy recommendation section should answer the following questions:

  • What policy or policies do you recommend the government adopt?
  • How does your position compare to competing policy camps you evaluate in the policy mapping section?  Does your position align with one of the policy camps?
  • What is your reasoning for selecting your position as opposed to other alternatives?
  • What arguments might you anticipate in opposition to your recommendation and how do you respond?
