Components should include tools that will enhance the environment and meet defined learning objectives and may include items such as wikis, blogs, asynchronous forums, synchronous discussion.

The project must be accompanied by a scholarly paper describing. The grading rubric can be found by select the Assignment in Courses.

The structure of the paper should essentially follow the ADDIE model: 

Analysis 

1. The formal statement of the educational need being addressed (the business or academic problem that necessitates development of the eLearning program). 

2. Needs assessment containing the make-up and dynamics of the learning community (the learners who will use the eLearning program) and including the following: (presented for feedback) 

Description of the organizational problem being addressed 

Specific knowledge gaps contributing to the organizational problem 

Measurable learning objectives that will address those gaps (all should be written, but 2-3 addressed in the actual project) 

A description of the organizational infrastructure and available technological and human resources 

A description of organizational factors that will support achieving objectives. They may include organization structure, administrative buy-in, culture, presence of self-efficacy, existing knowledge, technological proficiency by learners, etc. 

A description of organizational factors that will are effective barriers to achieving objectives. They may include factors related organization structure, administrative buy-in, leadership effectiveness, budgetary constraints, culture, presence or lack of self-efficacy, lack of technological proficiency, etc. 

Design 

A course map summarizing learning objectives, resources, activities, evaluation strategies, technological interactions and tools (to be presented for feedback) 

The approach being taken, including discussion of each technology tool component and the theoretical framework used to support each components use. 

An evaluation plan for the eLearning environment to determine the extent to which the outcome of each individual learning objective will be assessed (to be presented for feedback), and for the evaluation of the overall program outcomes and organizational outcomes. 

Implementation 

A thorough discussion of how the project will be implemented. This discussion should include consideration of the various logistic barriers and resources identified in the analysis phase, as well as contingency approaches for dealing with unforeseen problems that may arise. 

Evaluation 

A cohesive and integrated evaluation plan must be described that evaluates outcomes at the learner level, program level, and organizational level. For most organizational learning efforts, the Kirkpatrick model tends to work well, although the unique nature of some programs and organizations may result in another model being better suited.
