The analysis in the policy brief should be based on anevaluative, comprehensive literature review focused on the identified socialproblem and legislation and a background analysis conducted earlier in thecourse.
Prior to completing Milestone One, you should identify thehuman services organization you will imagine being employed by. Define theorganization and its mission. For Milestone One you will submit a backgroundanalysis paper on the piece of state or federal legislation you have identifiedfor your final project. Visit state and federal legislative websites to exploreand identify a human services specific piece of legislation/bill of interest toyou. This background paper should cover all critical elements listed in SectionII of the Final Project Document. You are encouraged to use existing televisioninterviews, previously published interviews, and websites from the sponsor ofthe legislation.
You may reach out to a staffer or the sponsor of the pieceof legislation, but this is not required. Create a timeline showing the historyof the legislation you are analyzing, including relevant prior legislation andmajor social, political, and economic events that impacted the development ofthis legislation. Specifically, the following critical elements must beaddressed:
II. Background. In this brief introductory section, youwill put the legislation under consideration in context as a preface toexplaining your organizations position. Specifically, you should use thebackground analysis you have completed earlier in the course to:
a. Briefly examine how major social, political, and economicevents and other legislation have set the stage for the specific legislationyou are considering. Be sure to provide specific examples in your response.
b. Briefly analyze the effectiveness of previous andexisting human services legislation on the selected topic. Do the policies orprograms effectively address the needs of the intended beneficiaries? Why orwhy not? Provide evidence to support your answer.
c. Succinctly examinewhether previous and existing policies address the human services challenge inways that are sensitive to meeting the needs of a diverse clientele and explainwhy or why not. Provide evidence to support your answer.
d. Argue for why it is particularly urgent to address thesocial issue in the legislation and any related policy weaknesses now. Yourreasons should use audience-specific language and be supported by evidence.Keep in mind that policymakers, lobbyists, and private sector leaders havemultiple competing priorities, respond to pressures from different groups, andhave limited time. Your arguments will be critical to getting and keeping theirsupport.
Guidelines for Submission: Milestone One must be two tothree pages in length (plus a cover page and references) and must be written inAPA format. Use double spacing, 12-point Times New Roman font, one-inchmargins, and at least three references cited in APA format. (I live in Indiana)
