Your outline is not really an outline. I suggest you review the support materials in the module including sample outlines. A more helpful outline would identify (and separate out) your introduction which for this speech is basically the attention step, body of your speech with three main points corresponding to need, satisfaction, visualization, and the separate out the conclusion which for this speech is your concrete and specific action step.
Reading this outline, I am not sure what to expect from your speech. Is it about voting, civics education, dropouts, literacy….? Just not clear.
