You will need to prepare a 7 page double spaced paper on a Public-Private Partnership (PPP).
The PPP that you will be writing about is building an amusement park that is 100% assessable for children and adults with disabilities and special needs. The idea is to create a Disney World type park, but for those with disabilities. The first one will be created in St. Louis, MO.
Please be sure to answer the following questions:
1. What are the primary risk categories that you think are associated with this PPP?
a. What will the adversaries of creating this PPP likely bring up as the disadvantages and pitfalls?
b. How would you respond and defend your positions?
2. What are the key components of this PPP’s framework?
3. How will you ensure that the public is protected through good governance during the creation of this PPP and throughout its operating lifetime?
4. Since one of the objectives that you have heard from your continuants is transparent design and implementation of any new PPP, please outline the practices which allow for this that you intend to include in your procurement process.
5. Since this PPP will be a multi-year partnership, discuss some of the control features that you might include into the agreement to make sure that issues are resolved, equity is maintained and long-term success is achieved.
What is a Public-Private Partnership?
A long-term contract between a private party and a government entity, for providing a public asset or service, in which the private party bears significant risk and management responsibility and remuneration is linked to performance.
PPPs are described in terms of three broad parameters: first, the type of asset involved; second, what functions the private party is responsible for; and third, how the private party is paid.
