You receive a telephone call from the administrator of a village in rural Saskatchewan. They inform you that they have witnessed and received a complaint that there is sewage ponding on the surface of the land on a property located on main street in the village, the sewage is now running onto the neighbouring property and the street. Village also informs you that the property owner just recently (within the last few months) installed, buried and covered up their own 200 gallon plastic holding tank that serves the only building on the property which appears to look like a “garage-type” structure that has been on the property for over ten years. “Rumour has it” there is now one toilet and one hand basin installed in this structure and someone may be living in it. Your department has no record of a plumbing permit being issued to this property.
You visit the property and meet the property owner. The owner accompanies you during the inspection. Owner shows you the toilet and a handsink inside the building that he plumbed in himself. The toilet is on a raised wooden floor, and you can not see any plumbing lines and you can not identify a main plumbing stack or any vents. He states the two fixtures drain into a plastic 200 gallon water storage tank that he installed and buried himself on the property. He showed you the location where the tank is installed on the property. In that area you notice liquid ponding on the ground, which looks and smells like sewerage. The liquid is also draining onto the street and the neighbour’s property. He allows you to perform a dye test. You pour the dye in the toilet and flush the toilet. Minutes later you see the flourescene dye outside on the surface of the ground and explain to him what has happened. He does not appear to be concerned. You also take a sample of the liquid/effluent on the ground near where the plastic tank is buried and send it to the provincial laboratory.
The sample comes back positive for sewerage.
