The Topic Proposal is a 1-2 page assignment that introduces your topic, explains why it is compelling to you, describes what you already know about it, details what more you need to learn about the issue, explains why you think it is important or significant, and expresses any opinions you have about your issue –whether you are for or against it, etc.

I. Topic Selection

  • First, read the Topic Selection Handout (found in Modules)
  • lf these instructions are not followed, your topic will be rejected, points deducted, and you must start over.
  • Next, come up with a paper topic that meets the criteria for an arguable or debatable topic. 
  • Once you have selected a topic, do some background reading on your topic to make sure that you can find enough information on it to get a general idea of the topic.
  • Your background reading should consist of credible sources, such as journal articles, magazine articles, books, reputable websites, etc. 
  • You can find credible sources using the online resources available from the Co-Lin Libraries. Instructions for searching these resources can be found in the Online Databases Handout (in Modules). 

II. Paper Instructions

  • Write a 1-2-page Topic Proposal paper addressing the following five items:
  1. Introduce the topic, which should consist of a controversial, debatable topic.  Frame the argument, and briefly describe the two basic opposing viewpoints on the issue. End this item by presenting the issue in question form. For example: Should the United States have stricter gun control laws? Should capital punishment be abolished or allowed in America? Should the United states have universal health care? Should medical marijuana be legalized in all states?
  2. Explain why the issue is compelling or interesting to you. Why do you want to write a paper on it?
  3. Briefly describe what you already know about it. If you do not know much about the issue, just say so. Do not make up information about it or plagiarize information about it from some source. Just provide general information or common knowledge reported in the news and so on; do not state specific facts or statistics that you would need to consult some source to learn.
  4. Explain what else you need to learn about the issue in order to write a persuasive research paper about it.
  5. Clearly state which position you plan to take on the issue in your paper.
  • This position will form the basis of the thesis you will attempt to prove in your research paper.
  • The thesis is the main point you want to prove in your paper.
  • For example, if you think capital punishment should be abolished and hope to argue this point in your paper, then this viewpoint would inform your thesis. 
  • You do not have to stick to this position. In fact, is common for students to modify their views or positions on issues as they conduct research on the issue.
  • Briefly explain why you take this position on the issue.
  • If you are not sure which side of the issue you support yet, just state this.
  • You may do some research in the process of selecting a paper topic.
  • If you do learn some specific facts or statistics about your topic from your preliminary research, save them for the research paper. The object of this issue proposal is for you to introduce your topic and state what you already know about it, what you would like to know about it, why it is important or interesting to you, and your position on the issue if you have one. 
  • Since this paper should not incorporate any research material, it does not need to be documented with citations.
  • If you use any material from a source in your paper without citing it, this constitutes plagiarism, which will result in a failing grade. For information on plagiarism, please read “Avoiding Plagiarism” on pages 424-26 in your textbook, Steps to Writing Well.
  • Since you have not learned how to use and document source material, DO NOT USE SOURCE MATERIAL IN THE PAPER.

  •  Title your document as follows: Topic: Issue Proposal. For instance, Capital Punishment: Issue Proposal.

III. MLA Formatting

  • This paper, as well as most papers in this course, should be formatted in MLA style: MLA heading with your name, instructor’s name, course ID, date; entire document double spaced, centered title, page number/header with last name, Times New Roman 12 pt. font, etc.

  • DO NOT use any outside source material–If you do this, you will receive a zero.
  • I only want to know what YOU ALREADY know, think, believe, want to learn, etc. about the topic.
  • I do not want to know what someone else wrote about the topic on a web page, article, or book that you copied into your paper.
