Guidelines for Writing the Graduate (Master’s) Research Paper (GRP)
1) The GRP is an extensive and critical review of the literature. The literature review should not be annotated (that is, study-by-study) but integrated and synthesized using peer-reviewed and scholarly sources. The GRP should be a well-organized and thoroughly documented scholarly paper with an identifiable research question and must exceed 30 pages.
2) Paper outline can consist of: 1) Title Page—, 2) Abstract—For example, this should be one paragraph of at most ten sentences on the intent of the paper and description of the major concepts, approaches, and/or significance of the paper; 3) Introduction, Motivation, and Purpose—For example, this section introduces the topic and purpose of the paper and must address: why is the topic important? What is the past and future of this topic? (Why this topic choice?) What is the purpose of the research in this topic area? For there must be as specific, well-reasoned goal for the paper which must be clearly and concisely stated in this section. A brief introduction of the type of paper (survey, comparative study, analysis, algorithms developed, etc.) should be described; 4) Literature Review—Overview of previous work involving a literature search to collect everything written on the topic. Concentrate on the most current research, but do not ignore foundational or seminal papers in the area. Summarize the significant material that pertains to the topic. Keep in mind that the references to the research should be kept narrowly focused and directed to the primary goal of the paper; 5) Discussion–; 6) Conclusion—For example, summarize and evaluate the paper in this section. Specifically, draw substantive conclusions from the paper. Comment on the positive points revealed in the study and identify and comment on the negative results. Identify possibilities for future studies or research which may have emerged from the study; and 7) References–.
3) Plagiarism not permitted.
4) Literature review should include at least 25 sources.
5) Paper format: Latest edition of American Psychological Association (APA) publication. It must be based on a range of sources: books, periodicals (including academic journals, where appropriate), and authoritative Internet sources.

Proposed GRP question/topic: How differently funding to education has impacted outcomes and achievements in traditional public schools, on the one hand, and charter schools, on the other, in the US, preferably the Indianapolis, Indiana, school system as a case study.

Suggestions
The paper could consider the following: 1) As a comparative study, explore the emergence and trajectory of US schooling/education, including how it has evolved as a critical public service; 2) Highlight the similarities and differences between traditional public schools and charter institutions; 3) Capture the motivation or need that inspired the establishment of charter schools—including whether claims that politics and profit-making influenced their founding are supported by evidence or not. For example, some charter-school opponents have at times linked 1990s neoliberal economics—based on the free market concept, privatization, and profit considerations, among others–to the creation of charter schools; hence, these have opposed funding charter schools with public tax dollars, yet these schools cater to the educational needs of all community children without discrimination; 4) The disparities between the two school systems in terms of educational outcomes/achievements (student retention and completion and pass rates, for instance), teacher/staff compensation, and quality delivery; 5) Examine funding levels/disparities between the two school systems, whether public funding of charter schools is worth the while or not—including whether publicly funded programs, like charter schools, should instead be directly controlled by elected public boards, as with traditional public schools, and not by private boards.
