According Souto Otero 2013, political changes impact on the ability of the working class population to access education opportunities. Political parties pursue different policies that play a role in establishing whether worker education is a viable option. Souto Otero explicitly states that education plays an integral role in influencing the competency and productivity of workers. Additionally, the political environment influences the decision making process pursued by trade unions. In order for trade unions to record significant changes when pursuing interests of the working class political goodwill is an important prerequisite.

In order for the employee training initiatives to be effective they must receive substantive funding from the government. Furthermore, the establishment of state agencies to not only oversee but also evaluate the effectiveness of the training program is required. The rationale behind the introduction of worker training programs is to ensure gaps in the labor market are adequately addressed. Souto Otero categorizes employers and trade unions are important stakeholders in the labor market. By virtue of their positions they must evaluate both the prevailing economic and political environment prior to influencing the policy making process.

Political changes create uncertainty in the labor market since it is increasingly difficult for stakeholders on employee issues to determine the manner in which the government will respond to employee issues. Collaboration between trade unions and state entities ensures that policies formulated are sensitive to the prevailing needs of the working class population. Additionally, the United States of America is engaged in initiatives intended to develop the workforce. Given that they occur both locally and internationally, it is imperative that governments establish relations with trade unions since they represent worker’s interests. Therefore, governments are integral players in ensuring the workforce in their respective jurisdictions is comprised of skilled personnel.

In sharp contrast to the approach employed in the United Kingdom, the United States emphasizes on the importance of technical vocational training. Adults and the youthful population are eligible for this training program. In order for this initiative to be successful in boosting the professional competency of workers. It is imperative that adequate investments are made so as to ensure the working population acquires the requisite skills required in their respective places of work.

Relevance of political changes to my future career position as a human resource development practitioner

Political changes will impact my professional practice as a human resource development practitioner. In order to ensure compliance with government labour policies I will have to be vigilant. This aspect of human resource practice will ensure that I address the immediate needs of the working population so as to avoid getting into protracted disputes with trade unions. Additionally, in an effort to ensure employers invest in human capital through integration of training and development programs aimed at increasing the professional competency of the work force.

Additionally, political changes result in changes to government policies. Therefore, as a human resource practitioner I will be required to be vigilant so as to ensure the labor practices pursued in the professional work environment are consistent with government policies. In order to improve the professional competency and productivity of workers they should be enrolled into industrial training. Failure to enroll workers into industrial and technical vocational training will reduce their competitiveness in the global labor market. This initiative will play an integral role in the development of a skilled workforce.
