PART I
COMPLETE THE POLITICAL MAPPING FOR THE CASE ASSIGNED
2. Read the case more than once, digest it, understand it well before proceeding to fill in the table.
3. The purpose of this exercise is to do a political mapping/stakeholder analysis of the reform described in this case study. You can download the template for the mapping here. It is a word document so it can “grow downwards” as many rows as you need (as relevant actors you identify). Do not add any columns.
5. For your political mapping you first need to identify for this case in particular who are all the political actors involved, (Governmental actors AND civil society), all the people or interest groups that are affected and/or can affect the policy or reform in question (note “Capitalization” refers to this special form of “Privatization” carried out in Bolivia). Then to fill the rest of the boxes in the table you will need to figure out for this case in particular:

what are their interests?
do they care about this policy, if so why?
What is their desired outcome?
How much do they care about the outcome of the reform initiative
What resources do they have to influence the outcome? What could they do to promote it or stop it?
How much influence do they have over the outcome of the reform?
Who could they partner with?

The Case provides enough information on its own to complete the table. The reading from Class 6 on Civil Society is also useful. If you want or need to look up other sources, background information, press coverage, bibliography on privatization, etc. you can but it is neither necessary nor required. It may end up confusing you, everything you need is in the case already.
Format/edit is important. Because it is on a concise table format, you have to choose your words wisely, show you understood, justify your answers, etc. Use font size 10. No more than 10-20 words per box. Do not write a paragraph in each box, use bulleted lists, parenthesis, symbols . Take your time to edit. Do not hand in with typos, spelling mistakes, etc.
PART II
Based on your stakeholder analysis answer the following question:
a) Imagine in the country you have been researching railroads are today publicly owned, lack investment and generate a large deficit (note maybe there are no railroads or they are private but this is an hypothetical situation) and that the current government (real) is trying to privatize it (it has leaked to the local media).
Based on what you saw happened in Bolivia, what should you expect happen in your country’s (Pakistan) political environment?.
Somethings may be similar than in Bolivia, somethings may be quite different because of the different political environment and institutional setup. Base your discussion on the hypothetical case but otherwise real actors and institutional factors. Answer should be in one page single spaced.

Tip form the professor:
I am going to give you all a tip to avoid a frequent mistake made by students past years.
When you read the case, dont forget its about the reform President Goñi is pursuing in 1993. The actors are those comtemporary to the reform. The case gives you much neede political background of past presidencies/presidents’ positions, it is informative but unless the presidemts are alive and politically active.in the 90s (eg if they were influencial in a political party) they are not relevant actors (think does Goni have to worry about them?)
Take good care en making the list of actors. They have to be affected by/have a stake to be considered stakeholders.
