An anchor can allow a user to jump around quickly through a page. I have seen these before, they are very helpful if there is a page that has a long questions and answers section, you can click on a question listed at the top of the page and quickly be brought to the answer. Anchors can be used by a name or ID approach. The ID is recommended because it uses less memory and can be used for other things. To use this you set the ID attribute equal to where you want to go, for example, contact information. Then set the HREF attribute in the location it is supposed to go, making sure to include the pound sign.
