The right to information and freedom of speech, opinion and expression; along with the freedom of press, radio, television and other forms of electronic information disseminators are considered the fundamental rights of all Bhutanese in The Constitution of the Kingdom of Bhutan. Keeping this in mind, the Bhutan Information, Communications and Media Act 2006 (BICM Act) was put in motion to emphasize on growth and development of the information and media sector. The Bhutanese information and media has witnessed a rapid change since its initiation with the country’s first national newspaper and radio station in the 1980s followed by television and Internet in 1999 and mobile telephony in 2003. As explained by BMF (2013), the film industry in Bhutan is relatively new and in its growing phase. “Gasa Lamai Singye” was the first feature film made by Ugyen Wangdi in 1989. It was a tragic love story that initiated the Bhutan domestic film industry which now produces 18-20 films a year. The Film Association of Bhutan (FAB) was formed on 9 September, 1999 with an aim to encourage professionalism in the motion picture industry in the country, foster the traditions and culture of Bhutan through the medium of motion pictures and place the motion picture industry of Bhutan on the map, both nationally and internationally. However, together with the growth, there are several challenges faced by the film industry in Bhuan. The proposed project is on the social and political aspect of the Bhutanese film industry, which can be accessed by the future directors in Bhutan and they can get assistance from the research to understand the industry better. Aims and Objectives The aim of the project is to derive, understand, and share: Issues of Film and Television industry in Bhutan Limitation of market Understand background qualifications of film directors, producers and other crew members Obtaining positive and negative views on industry Find out possible solution on the negative issues Acknoledge the bodies that have being supportive to industries and inform other bodies in doing something Information to be made available to the future film directors, Producers and other crew members in Bhutan Overview There is a direct relation between the media and the film industry, since the media plays a major role in promoting films as well as bringing the film to people through different means. Therefore, it is important to understand the changes in media together with the changes in film industry so as to have comprehensive approach to the project. After democracy was established in 2008 and with the liberalization of media license, numerous magazines, private newspapers and FM radio stations have come into play in the country. A greater convergence of the media and the Information and Communication Technology, increased usage of the cell phones, and the proliferation of the internet has added a complexity to the media environment which has made a significant impact on the Bhutanese population. As per BIMIS (2013), the media industry of Bhutan has undergone unprecedented changes in the past decade. Print media has taken a leap from 4 newspapers in 2008 to 12 in 2012 while the number of radio stations has increased from 4 to 7. Television has become an increasingly pervasive medium.
