- Scenario: Early in 2022, a group of physicists perfect a process of instantaneous teleportation. Well, maybe perfect isnt the right verb. The process is expensive, it uses an enormous amount of electricity (which could not be supported by existing power grids), and it requires a building-sized teleportation device at both the origin and destination. And, unfortunately, if two people or objects teleport from different origins to the same destination at the same time well, everything explodes leaving a smoking crater several kilometers in diameter. Scientists havent yet solved this problem, but they believe an automated safety system is possible, though itll take time and money to develop. Other than that, the device is perfect. The Transportation Ministry of Utopos, your home country, is beginning to look into if and how it might regulate teleportation. The technology is in its infancy. Its not clear yet how efficient its going to get and how small the devices are going to become (think computing in 1970). Will it be used as a weapon? For global shipping? Travel? Daily commutes? What are the long-term health consequences of teleportation? How likely is the whole everything explodes situation? Who knows? The Transportation Ministry certainly doesnt, at least not yet.
Youare a well-educated, but underappreciated intern at the Ministry and youvebeen asked to write a memo describing the various costs and benefits ofdifferent means of regulation. Specifically, write a memo with cost/benefit analysis for:
– Leaving teleportation unregulated fornow
– Adopting publicly enforced regulation
– Adopting privately enforced regulation
– Adopting redundant public/privateenforcement
– Nationalizing teleportation andcriminalizing its private use/research
Thepurpose of the memo isnt necessarily to recommend specific policies, butrather to identify all the factors relevant to regulation.
