1. Brief introduction about the problem (no more than ½ a page)
    1. This should not be a repeat of your first paper, but instead, highlight the need to address the problem because of the limitations of current/past approaches to the problem (i.e. a justification for why a reimagining of the problem is needed).
    2. This can include previous reform approaches (or abolition/TJ approaches) that have had limited effectiveness.

    1. What underlying causes are you trying to address or what current outcomes of the problem are you trying to change?
    2. Is there a specific part of the problem you want to prioritize? What do you believe needs to be addressed first or what you think will have the biggest impact?  If you are proposing multiple solutions you can also indicate whether they should happen simultaneously or in a particular order.
    3. Does your solution(s) focus on prevention, intervention, rehabilitation, accountability, or something else related to the problem?
    4. Identify the justice perspective of your solution (i.e. reform and/or abolition/transformative justice) and why you believe this approach is best for the problem.
  3. Discuss your solution(s) 
    1. What are the specifics about the implementation of this solution- such as what does it do, how does it work, who is involved (including agencies/organizations and which groups would be impacted) and potential cost/resources needed?
    2. What is the basis for this solution (i.e. what evidence or examples show that this approach can be successful)
  4. What is the intended IMPACT of this solution?
    1. What specific outcomes do you expect to see with this approach? What will be DIFFERENT about this approach in addressing the problem (as compared to other efforts)?
    2. These outcomes should be related to the problems you addressed in your previous paper (such as disparities, harm, cost, lack of justice, etc.)
  5. Challenges/Concerns about this solution
    1. What are the potential obstacles to enacting this solution(s)?  Who (or what groups) may oppose this approach (and why)?  This can include the critique from the reform or abolition/transformative justice perspective.
    2. What logistical/practical concerns might there be about implementation?
    3. What are the possible unintended consequences or limitations of this approach?  What other problems may arise if we adopt these solutions?
    4. What could be put in place or done to help minimize the challenges or limit the negative consequences of the approach? 
  6. Your paper should also have a short conclusion to summarize your solution(s) to the problem.
