Due: September 28^th, Noon – YOU MUST SUBMIT THROUGH BLACKBOARD TURNITIN ASSIGNMENTS ON THE COURSE PAGE

 

Format:

• Your name, class instructor, section # and TA should go in the upper left corner.
• Use correct spelling, proper grammar and college-level writing throughout.
• Organize your paper using the bolded headings given below.
• Use the research that you have been collecting to guide your writing and analysis.
• Include a References section at the end of your paper. (Use Chicago Manual of Style)
• Keep your remarks professional. Make persuasive, objective arguments rather than giving emotional subjective opinions.

 

1. State your policy problem clearly (example: My policy area is Animal Treatment Policies and I want to focus on pet shop animal neglect and abuse. I love animals and think pet shops are terrible. I have heard about some bad things going on)

 

1. Summarize in a sentence or two what you have learned from reading the about your policy topic:

• Focus on describing what you learn about this policy area broadly. Explore the material and links you find. Look for: facts, figures, law that has been passed or is being considered right now, enforcement agencies and data.

(example: I learned a lot by reading the Chico Enterprise Record on Agriculture Policy.  For one thing I learned a lot about the US Department of Agriculture through a link to its website. On that website I learned that there was a law passed in 1966 called the Animal Welfare Act.  It is the only Federal law in the United States that regulates the treatment of animals in research, exhibition, transport, and by dealers. There are more related laws but this one set the minimum standards for all states in the US).

 

1. Summarize in a sentence or two what you learned about your problem and solutions from reading 2 articles from credible magazine and newspaper articles (You need to use the library guidelines http://libguides.csuchico.edu/POLS155 to find Good Articles!)

Find useful articles that discuss the policy problem and the debate over what to do about it, the levels of government involved in solutions to the problem, some of the different solutions or other government actions or interest group actions being taken.

(example: Article 1.  I learned a lot about this issue and a possible solution from an article I found in the Sacramento Bee by Garrison (2017) It described how Sacramento is considering a ban on the sale of dogs in pet shops, using the law to force them to work with local shelters to get the many shelter dogs adopted. And it said there is a bill in California AB458 that could make this the law for the whole state) Do the same for Article 2.

 

1. Make a statement (at least one) of connections from things you’ve learned in doing this research and class (textbook terms, class discussion). (Example: This connects to what we’ve learned in the book so far in class and readings because it shows that even a city like Sacramento does have power to do something about a problem with so many rescue pets that need homes and what pet shops are like and that city does want to do something about policy- so this has me thinking about the two different levels like in the chapter on Federalism- local solutions like for Sacramento and for the whole state.)

 

1. Preliminary Policy Solution: First, in a sentence or two, state the specific policy solution that summarizes what you want government to do about the problem you have identified. Next, provide supportive evidence for two arguments as follows:

 

• First argument in support of your solution: state why your policy solution is feasible (i.e., possible) and desirable.  
  • Make a persuasive case for your first argument using the evidence you have uncovered with your research: the facts, figures and other information that support your argument the solution will work.
  • Address any counter argument you can find: what might someone say against this argument in favor of your policy position?

 

• Second argument in support of your solution: state why your policy solution is feasible and desirable.  
  • Make a persuasive case for your  second argument using the research you have uncovered:  the facts, figures and other information that supports your argument that the solution will work.
  • Address any counter argument you can find: what might someone say against this argument in favor of your policy position?

 

1. F. Provide a bibliography at the end of the assignment, and use appropriate citation throughout the assignment. You must use The Chicago Manual of Style for citation.
