Convince government officials to change building codes by arguing that the Japanese philosophy on structural design is safer, less expensive, and better for your community.

Your letter should be an absolute maximum of two pages, single spaced.
You must cite at least three articles using in-text citations in APA format. One of the citations can be the NY Times article provided. An APA reference list should be included on a separate page.
