While floods swept through most regions (KPK, Punjab and Sindh),the worst affected province was Sindh, leaving more than 400 people dead and almost 7 million people displaced within the province. Women and girls were worst affected due to their existing vulnerable conditions, limited mobility and access to education and information, as well as cultural (Purdah) and social barriers that limited their access to aid and protection mechanisms. The response was criticized for being unable to provide assistance for people with specific needs (disabilities), those who lacked documents or had lost them, or who were separated from their family. After arriving in flood camps especially, women reported that there were neither sufficient arrangements for washing nor hygiene services for menstruating girls and women. These camps did not have formal security mechanisms and structures in place, except where people had organized their own watch groups. Children in the camps suffered from diarrhoea, malaria and other waterborne diseases. You are working with a small international non- governmental organisation (INGO) which focuses on women and health, and you have recently arrived in-country. The purpose of this assignment is to develop a humanitarian response project to present to the organisation’s headquarters, which addresses the specific health issues identified in the case study in one of the displaced persons’ camp where there are an estimated 200,000 internally displaced people (IDPs). It is the expectation of your organization that you will provide sufficient information for them to decide if they will undertake a humanitarian response to this particular crisis, for an initial 12 month period. It is understood that you do not have a detailed needs assessment, a full picture of the humanitarian actors, nor an in-depth understanding of the health systems specific to the country, and so it is not expected that you will submit a proposal with a deep analysis or detailed plan. Using the following template, write a 3000-word proposal for your organization which presents your suggestions for a 12 month humanitarian response project. This must be based on:(i) analysis of the available contextual information, and(ii) evidence-based interventions consistent with best practice standards and principles • Project Name/Title:Project names should be clear and simple, whilst providing a clear indication of what the project is about. The project name must be well understood by a wide range of audiences.• Project Background/Rationale:Provide a brief rationale for the project implementation, including: summary of the identified heath needs the displaced population is experiencing, relevant literature on the identified issues in displaced persons camps and evidence based solutions. Consider the conceptual framework for humanitarian response in your rationale. Ensure alignment with global and national polices and strategies (including SDGs).• Partner Organisations and Stakeholders:Identify the groups and partners that may have an interest in, or be impacted by the project. Describe the relevance of these stakeholders to the project. How will you engage with and support the IDP community?Typically humanitarian response NGOs work in partnership with the UN Cluster system and government specifically the Ministry of Health. • Target:The targets are the groups/members within the IDP camp who will benefit from the project, or for whom the improvement in health outcomes is intended. Consider age/life stage, background, geographic location, socioeconomic status etc. in your description of the target(s).• Goal:The project goal should reflect the desired long-term outcome of the project. The goal should be clearly defined, focus on one issue, and should be measurable, realistic and achievable. Most projects will have a single goal.• Objectives:The project objectives should describe how the goal will be achieved. The objectives describe the changes the project is aiming to bring about over the life of the project, which may include changes in knowledge, awareness, attitudes and skills. Objectives must be “SMART”.• Outcomes:Describe the expected results or benefits to those involved in the project.• Outputs:Outline the direct products of the project activities.• Activities:Provide a detailed description of the activities that will be implemented to achieve the goal and objectives. This may include consultation, formation of committees and support groups, training etc. Activities should be described in sufficient detail to allow for progress monitoring and process evaluation.• Inputs:Outline the resources required to perform the project activities.Project Governance• Project Staff:List the staff members who would be need to work directly on the project.• Accountability for the project:Describe the project governance structures of the project, including the individual responsible for managing the day to day activities, the team members, the project decision makers and the reference/ steering groups involved (if applicable).• Risk Assessment:Describe the possible risks associated with this project, and how these risks will be managed. This may include such things as – availability of skilled staff, lack of facilities and resources, renewed flooding, etc. Reflect specifically on the risks to application of the principles and standards you consider relevant to the provision of humanitarian assistance to the affected population.• Project Evaluation:Outline the methods and performance indicators that will be used to evaluate project processes, impacts and outcomes.• Timeline:Provide an estimated timeline outlining when activities will be undertaken and completed. You can choose to use a logical framework to present your project proposal. See references on using logical frameworks in the examples of project proposals provided.
