Laws, policies, and biases against persons with criminal records often impact their ability to obtain gainful employment, housing, as well as certain social services. There are no federal laws presently in place to protect this special population from the negative impact resulting from these biases.

Overview
Cookie Baker is a 40-year-old female raised by a single mother who worked as a prostitute. Cookie abused drugs and alcohol since she was a teenager. She has tried treatment many times but has not been able to overcome the problem. She is frustrated and running out of hope that her life will get better. After a severe confrontation and fight with her boyfriend, who has physically and emotionally damaged her over several years, she took some narcotic pills to dull the physical and mental pain. Still dazed, she escaped to her pick-up truck, drove away, and ran into another car at the next intersection. Two children from the other vehicle required an emergency room visit for minor injuries. Cookie was charged with Driving While Impaired. The blood test showed traces of an illegal drug; additional charges are pending.
